Why does Auto assign not work for some email addresses such as [Subscriber.307862.Bulletins@eb.emediaUSA.com] ?

It should work for that email address. Make sure you check "Overwrite existing Topic" on your AutoAssign rule to force it to act on messages in conversations that previous had a Topic assigned to them.
