I seem to have stumbled across a problem with CC7.1.1 + Outlook 2013 which looks related to this problem:
some-classified-messages-will-not-send-via-exchange-server-t1152.html?hilit=stuck outbox when I click SEND on a normal message.

With only CC 7.1.1 (and 7.1.0) add-on enabled in OL2013 32-bit, I am seeing the majority of messages gettting stuck in the outbox.

With no addons enabled at all, this problem does not occur.

Enabling or disabling other add-ons does not change the manifestation of this problem.

when the problem occurs, I then need to manually re-open each item in the outbox folder and then hit SEND again to send the message

Here is what seems to be the related error message in the Outlook sync logs:

We see that you are a long time ClearContext user - did this just start happening during an upgrade, or spontaneously? We haven't heard of this problem with any other users, and ClearContext does not touch sent messages at all to avoid this situation. Can you go to the ClearContext->Help screen and click the link to email support? We'd like to take a look at the diagnostic information from that email.

It appears to have started spontaneously from the time I installed 7.1.0

FYI - Other apps that hold a handle to the local OST file that I can see are:
1) Skype for Business 2015 (lync.exe)
2) Copernic Desktop Search

FYI - with CC enabled, I generated the diagnostic email and hit send

It was sitting in my outbox

I reopened the message from the outbox and hit send

the message was then sent
