My suggestion is to allow a more flexible mapping of Topics to folders. Essentially, this would decouple the Topic list from the folder structure and allow entries in the Topic tree to point to folders anywhere in the Outlook filing system. I might still have a folder structure such as:

Topic A
+--- Subtopic A.1
+--- Subtopic A.2
Topic B

But instead of the above residing in a single folder, it might be mapped like this:

Topic A ---> MyFolder.PST\CustomerName\Project12345
+--- Subtopic A.1 ---> MyOtherFolder.PST\InternalProjects\Support4Proj12345
+--- Subtopic A.2 ---> AThirdFolder.PST\ThirdParty\Contractors12345
Topic B ---> Inbox\ClearContextTopics\TopicB

As a prolific email user who is required to keep emails for years in some cases, the current "single folder" design is quite limiting. For example, File Thread results in a folder in the ClearContextTopics structure called "Project 12345". When I'm looking for all Project 12345 emails, I now have two places to look, in the "main" PST folder for that project or in the Clear Context.

Thanks for the suggestion. This one is already on our features list for future consideration, though I don't have an estimate for implementation at this time.
