Try
disabling your other add-ins and see if a conflict with one of them is keeping CC from loading. In particular, there could be a conflict with Enterprise Vault.
How do you access your email? Assuming it's Exchange or POP, try this:
1. Uninstall ClearContext
2. Create a new Windows account
3. Set up Outlook on the new account
4. Install ClearContext
Does it load in the new account?
