Rescoring is disabled while in Exchange Offline mode.

We have disabled rescoring in Exchange offline mode to prevent potential conflicts when synchronizing with the server. To re-score the inbox, please put Exchange in online mode. If you need to initiate a manual re-scoring after going online, select Tools > Options > ClearContext > Scoring, adjust one of the sliders and click Apply.
